Billy from season 2 was not the same he was in season 1.
Season 1 Billy >> Season 2 Billy.
Season 2 Billy wasn't mentally stable. He was way out of shape from being in the Hospital so long. He never really showcased his fighting skills all season if I remember correctly. He was injured the last half of the show.
If it was Season 1 Billy, i think it could go either way.

Yeah, he still lamented about how he could barely do some push ups now, IIRC. And Curtis also remarked on how weak he looked compared to before. Still a tough SOB to [SPOILER - highlight to read]: cling onto life as long as he did in the end though.

Though S2 Billy did actually [SPOILER - highlight to read]: stomp those two cops when he initially escaped from the hospital, IIRC. But that's really the only notable example I can think of. Plus John could have likely taken them out just as easily.
