Spider-Man tossed him around? When? I remember Spidey getting one good shot at Cull which was by web swinging a taxi Cull threw back at him when he wasn't looking. He also caught his pike/axe thing and stopped it, which is a good feat.
But Cull was the one tossing Spidey around as once he just grabbed him by the middle and threw him out of his way, and the other time he trapped him with his weapon and slung him around.
As for getting stepped on like a bug, yes, a nearly 200ft tall Giant Man who according to Vault(who is always good with the maths) was several hundred tons, making him probably the strongest Marvel hero in the MCU physically) so that's not bad that it took a stomp and a twist for him to actually kill him.

Actually, it's closer to 110 feet. But yeah, using the same math formula applied to calculate things like the 50-foot woman, CW Giant-Man etc, he'd be around 500-odd tons in EG.
And as for the Spider-Man thing, beyond everything else, he has way better strength feats than either Venom or Riot. Not to mention Cull can hit pretty damn hard:
Also worth noting that his weapon can shape shift into multiple forms, including a pickaxe, a claw, a hook and a shield, and can extend out over some distance via the chain.
