He's not equal to Homelander in the show, not by a long-shot.

He had trouble with The Female:

He's kind of inconsistent.

He can be harmed by non-superpowered things in one scene, like Starlight made him stumble with a kick:

Then in another scene he's completely unaffected by bullets and a crowbar:

Ozy is more then capable of hanging with TV show Black Noir, dude is blatantly superhuman, doing stuff like casually jumping 9-10 feat in the air, picks grown men up like absolutely nothing above his head, throws them pretty damn far, and is most likely the most skilled person in the Watchmen-verse.

What do you mean here by non-superpowered? Along with her light-based powers, Starlight has super strength and durability.

Lifts a car from the back (and holds it up with one hand in the end) and punches holes in a wall:

Survives multiple shots from a high caliber rifle:

That's fine and dandy, but lifting up a car from the back is something I can see Ozy doing, genuinely.

^ Like I honestly, seriously think he'd be able to do it. Not as easily as Starlight but it's definitely something he'd be able to replicate. Punching the walls is something he'd be able to do as well, not as easily, mind you. But despite these things, him being comparable to Starlight isn't that important, because he's absolutely more skilled then anyone in "The Boys" by far.

Let's not forget he caught a f*cking bullet in his hand that was shot at him at point-blank range as well. So he both tanked and was fast enough to catch it.

Ozy did not tank the bullet. He has armored gloves which is why you see the slug embedded in the armor. In the comic it actually hit his hand. Also Silk Spectre didn't just suddenly ly shoot him. She held the gun in his direction and talked to him for a bit before firing so he had anole time to prepare to be shot.

And yeah Ozy loses here. Starlight and Noir would be able to do everything Ozy has done because they have greater feats. He doesn't get to potentially have theirs because he's weaker and only fought people a lot weaker than him. Doesn't work that way.

Also Ozy is skilled but he only looks so skilled because everyone he fights is below him in terms of stats and skill anyway. Luke Cage is awesome, but he waded through goons all day long. He only had trouble with people on or above his level. Even the other heroes were goons compared to Ozy and the only one who maybe could've matched him was Comedian in his prime.

Not sure where all this Ozy comparison stuff is coming from. All I did was point out that Starlight has super strength and durability in response to your comment about her stumbling Black Noir.

Noir. Dude tanked a point-blank explosion that blew out a building, and small arms gunfire affected him none whatsoever.

In regards to the Noir vs Female and Noir vs Starlight arguments, the Female and Starlight are blatantly superhuman, from the strength and durability feats mentioned for Starlight to the healing factor for the Female. Also, the two of them along with Maeve were getting the best of Stormfront with their hits, someone who Butcher was hitting in the back of the head with his crowbar to no avail.

Ozy obviously would do better than Butcher and the Boys did against Black Noir, but it is just a matter of time before Noir beats him down.

That bullet durability feat is pretty crazy. A rifle of that size, at that range? Lol goddamn. It'd probably kill Wonder Woman.

Ozy would last due to his speed, agility and fighting skills, but I can't see him taking down someone with Noir's durability. So it'd just be a matter of time until he tired and Noir starts landing hits.

I never seen Black Noir yet but I can definitely agree with this logic. Ozy is not affecting anyone that's rifle proof.

Black Noir can be pierced and damaged by things, but to a lot lesser degree than a normal person. And he rarely shows any kind of reaction to the damage he does take. Takes a pointblank explosion with relatively minor damage (all things considered) and isn't even budged from his position.

So, yeah, it's basically the durability that's the big deciding factor here.

Also at least in movement speed, Noir has Ozy beat. We saw him stalking a guy from a few hundred feet away on a rooftop. The guy stops for a second or two, then breaks into a run and Noir has somehow gotten in front of him.

True, Ozy is awesome. But imagine if Noir had gone up against Rorschach and Nite Owl. He would have obliterated them considering he was easily tossing around Starlight, who as Vault pointed out, was easily holding up a car, bulletproof, and could hit hard enough to hurt Stormfront who is at this point the 2nd most physically powerful Cape after Homelander.
