Borg vs The Cybermen

Theres 100,000 people in a city. 1,000,000 Borg land out side of the city and so do The Cybermen on the other side. They start 100 miles away from the city.

They both want to simulate the Humans, who gets the job done first or do they both wipe each other out?

No ships

Who wins?
