Lets take a look at speed for the first factor:
After the month of training, Sasuke's speed was comparable to Rock Lee's speed without weights. However, Neji is well versed in Rock Lee's speed type already and has always beaten him down (hence him not being impressed by his speed during Rock Lee Vs Gaara fight until the Gates, which sasuke cannot do). Attacking from different angles does virtually nothing due to byakugan.
Next, sasuke's trumph card, the Chidori at the time would hardly be usable considering it requires him to run in a straight line, at the time it was only usable because gaara was immobile and assumed that sasuke didnt have any way of penetrating his "ultimate defense".
Now comparitively, Neji's trumph cards are more or less unavoidable... particularly the spin, which the sharingan forsight can hardly account for
While Neji can handle the speed of Sasuke, Sasuke's Sharingan will still give him the advantage in terms of combat, he will be able to predict his every move.
(i posted this before) in the newest databook by kishi himself, neji's speed was the same as lee's.
this makes sense since lee can move faster than a lot of guy's, but neji always counters his ass (reinforcing lee's inferiority complex). neji's eyes pretty much make blitzing him useless since he has 360 degree telescopic vision, and the chackra is like glow in the dark to him.
and his rotation jutsu is nuts

Sasuke's sharingan can predict nejis moves but particularly his heavenly spin, predicting it is no good... In addition to that, neji can release chakra from anypoint of his body, something the sharingan cant predict allowing him to parry and injure sasuke when he trys to strike
Sharingan can see chakra activity. So he might see it happen. before it does. And im pretty sure if KNO chakra punch can break thorugh. Then Sasuke chidori would rip through it

I'm still debating who the win goes to. Leaning towards neji.
Speed is equal if not more to neji due to not being impressed by lee's ridiculous speed when he used the gates. Also if sasuke was indeed faster I believe the byakugan will be able to compensate for unseen attacks.
CQC neji hands down. If he manages to get any chakra points on sasuke then goodbye sharingan and any chance to keep up with neji's movements. Sasuke might have chidori but I think it would take too much time to do that close
Long range attacks goes to Sasuke. This might be his only chance here but neji was able to shake off anything the sound guy was throwing at him with rotaion until he discovered the blind spot. Don't think sasuke has anything similar though that can get through like that.
If this is during the first part, Neji wins. Sasuke's sharigan hasn't developed enough yet to see chakra flow. And Neji's 360 spin is even more impenetrable than Gaara's sand and is not just hard to break through like Gaara's sand because it deflects attacks probably regardless of the speed because Neji's reactions are almost automatic to the motion sensed around a certain radius.
If this is during the second part, Sasuke is more likely to win. At this point Sasuke can probably see chakra flow, but he can't determine what type of jutsu being used like Neji's byakugan. The byakugan is something that sharigan can't mimick. Sasuke has gotten much faster, but I'm not quite sure if he would be able to penetrate Neji's defenses. Chidori would be useless because the wind from Neji's 360 spin would cancel it out. Although Neji can see the type of jutsu being used through the chakra flow, there was never any said defenses against genjutsu. So, Sasuke can play all through his nervous system.

well, since this is part 1, that means Sasuke has the lvl 1 curse mark to even things. without it though, Neji will win due to sending out chakra from any part of his body as mentioned earlier by Hannibel Lector

'cos Sasuke would predict his spin, thus avoiding it by standing in away, then since all spins must come to an end... Sasuke's sharingan would predict Neji's final spin and get closer, then the exact moment Neji would stop spinning there would be an opening and Neji would be vulnerable, that's the time Sasuke would match with his chidori and KO.
Also Sasuke could easily burn Neji with one of Sasuke's fire jutsus(fire ball or dragon flame), Now you would say Neji would be protected but in truth he wouldn't, see his rotation would actually strengthen the flames thus creating a small fire hurricane, we all know Neji has a blind spot in his neck, he'd end up fried. And even if that's not the case, the flames would continue several seconds after Neji had finished his spinning, 'cos he would have been feeding them with his rotations, thus when he would end his spinning the flames would continue for inertia alone.
And also, with Sasuke's speed he would parry Neji's chakra because at that point Neji himself cannot produce a fast/long enough chakra string, and also since Sharingan allows mimicking jutsus then that means that Sharingan allows Sasuke to actually feel and adjust the chakra level, if it didn't then you could only mimic taijutsu moves with Sharingan which is incorrect.

Even if Sasuke predicts his spin, it doesn't matter. If Sasuke isn't attacking, Neji isn't spinning. If Sasuke attacks, Neji spins. Thats the whole point of spinning. He doesn't just randomly spin cuz he feels like it.
Neji's spin doesn't use wind to block attacks. It is forcing chakra out from his body, and using it as a shield as he spins, effectively blocking any attack, including the fire jutsus.
i assume it's without since that's lee's true speed uninhibited, opening gates is an amp.
neji's speed seems to be more oriented to short range offense and defense, his trigrams 2 - 64 palm strikes add up to 126 hits to the opponent's chackra points, and he can do it pretty damn fast.
Well you answered so that proves it did make sense.

A lot of things happened to Sasuke since then, curse mark,learned Chidori, barrage of lions, improved his speed by a lot. Neji didn't get anything.
Sasuke would faint a straight dash and "attack" as he did with Gaara, back then.Or launch kunais Uchiha style.
I know Neji's spin doesn't use wind to block attacks, it would be crazy to think he shields from attacks with wind.But the thing is, if you've ever done physics, a rotating action *creates* wind when spinning, so wind is an inevitable output.Remember that anytime Neji would spin,a round hole appears in the ground, have you ever seen that hole covered in dust after he's done his spin? No because he wipes it off with the centrifugal force his spin creates.
Also, the fire, having it's own characteristics, would probably give enough temperature to throw neji off his spins and burn him, here goes:
The fireball technique covers a much larger sector then Neji's spins does.Figure it in mind.
The fiery place of the fireball jutsu where the two techniques clash will be extinguished in favor to Neji.
Now since the fireball jutsu has a spherical shape, every single point can be it's center.Hence a pre-"eye" of the will-be vortex is created at the point of impact of the 2 jutsus.
The remaining fireball sector,having not being affected by Neji's chakra,would not be extinguished.It would beef up because of the spin,creates a route from the centrifugal force Neji's spin creates eventually ending up into a small vortex
Neji would have 5 choices: Keep up spinning. Dodging maneuver. Attacking maneuver. Stop. Jump.
1-He keeps up spinning, the temperature surrounding him keeps beefing up, he's toasted.*note that even if his chakra protects him form temperature he's gotta stop,he's spin is usually no more then a few sec.
2-He dodges: he takes a bit of burns(though minor) but is open to the adversary(Sasuke) when he lends form the dodge.
3-Through means of chakra release he opens an escape route, he is required to break his spinning in order to do so.He can come out of the vortex in a more ready stance, but he has got heavy burns.
4-I don't need to tell you what happens.
5-Since I've never seen Neji doing his spinning jutsu airborne, he'd be fried going all the way up without a "shield", and the become open to Sasuke's range techniques or Chidori.
Given the radius of Neji's spin, I really don't see how a katon jutsu can't dispersed before he stops. Neji knows better than anyone the weaknesses of his techniques, which would include the vortex aspect. If someone's throwing a fireball at him, he'll hold off from spinning right away so that he doesn't spread flames unnecessarily. He'd probably wait until he was sure the jutsu was within the area of effect and just disperse it with chakra, nullifying the "wind builds fire" situation.
