Pikkon owned Cell with two strikes. Even if you assume that was just a standard Perfect Cell(though it should have logically been SPC), that's still undoubtedly a SS2-level feat.

Pikkon also shrugged off post-zenkai SS Goku's "Super Kaioken" attack(which would have been SS2-level.)

That being said, Pikkon takes #1. He could probably put up a good fight against SS Majin Vegeta, but SS2 Majin Vegeta would obviously wreck him.
