Dark Schneider could take it and then would incinerate Naruto at temperatures of 1,000,000 degrees Celcius and dump him in another dimension, or rather what is left of him.
No particular reason for saying this, he is far from the weakest to survive it, but Dark Schneider is such manly awesomeness I wanted to mention him.
I would say it would one shot most Naruto characters, Madara being an exception due to intangibility and I suppose something like a Tailed Beast would survive, hard to say who is the strongest.

Well, the attack has never been shown to be blockable. It cut threw multiple mountain tops with no signs that it stopped...and that was when he was developing it.So, here's a better question: can it cut through true adamantium? awesome

hulk actually has matter manip from what i know and his attacks do affect on the molecular level and adamantium has resisted magic and other cellular/molecular assaults im just throwing that out there.
im going to go out on a limb and say that orochimaru might be able to survive it. getting cut in half obviously doesnt matter to him and even though it affects on the cellular level im not sure if his regenerative abilities which are insane might counter it. technically even kakuzu survived it he was even able to talk.

Not sure the strongest character it could beat though. I'm sure a lot of people who don't have some uber defense or super healing factor could probably be put out by it though if they had to take it, and not block it/dodge it.
what ive been told is that his thunderclap is matter manip. because it doesnt just push the air really fast it actually loosens and rattles the molecules in the air and the target.
ive also heard that when he punched a hole in reality or w/e that had some special properties. i think i might be thinking of someone else though with that ^^'

Hmm dunno. I know he punched through a time-storm..whatever that is. But Hulk has a few feats that make no sense.

Enel would survive it, yeah, but that would be more due to Logia Intangibility, him being in a virtually constant state of electricity. If he were using his normal body, I am not so sure, he was able to survive a Reject Dial, which was able to disintegrate gigantic bean stalks with one attack, which a gigantic (500+ foot) snake was barely able to bend.
Also, Huc does not have matter manipulation, any effect he does is simply because he is supposed to be that retardedly strong.
