This is base level Goku from the Frieza Saga. He has 2 fruits from the Tree of Might laying in front of him that he is free to consume before the fight. For the purposes of this battle, Goku cannot transform into a Super Saiyan.
Goku's base PL when he confronted Frieza was 3,000,000. His PL would have to be above 6,000,000 for him to have a chance at winning. 6,000,000 x 20 (Goku was able to preform a 20x kaioken when he battled Frieza) = 120,000,000. When fully powered up, Frieza's PL = 120,000,000. So the 2 fruits you've given Goku would have to more than double his existing PL for him to beat Frieza.
What we know about fruit from the Tree of Might (taken from the movie itself):
Goku (pre kaioken) had a PL >30,000, and Turles was his rough equal-- this means Turles' PL was around the 30,000 mark as well. After taking a single bite of a single fruit, Turles' power became sufficient to effortlessly trounce a 10x kaioken Goku-- which means his PL jumped to 300,000+ from that one bite (a gain of over 900%.)
Here's the question, though: does a being's power increase by 300,000 for every bite of fruit they take, or is their existing power multiplied by a factor of 10 for every bite they take? Meh, it really doesn't matter-- either way consuming 2 full fruits should increase Goku's PL enough to defeat Frieza-- especially with his 20x kaioken trump card.

but lets say that each bite of fruit only raised goku's pl by 300,000, and not by 10x. how could he jump from his 3 million base pl, to a pl of 120 million?
Again, Goku's pre-kaioken PL when he fought Frieza was 3,000,000-- he'd need it to be a little over 6,000,000 here. Even if we only assume that each bite of fruit increases the eater's PL by around 300,000(which is the increase we saw Turles gain from a single bite), then Goku would only need to take about 10.25 bites of fruit. This would increase his existing PL by 3,075,000(300,000*10.25=3,075,000), which would put him over the 6,000,000 base PL he'd need to defeat Frieza with a 20x kaioken. And for the record, 10.25 bites between 2 different whole fruits is a drastic underestimation-- I think the average amount of bites required to consume an apple (a fruit from the Tree of Might was roughly the size of an apple) is like 20+.
Again, Frieza's PL @ 100%=120,000,000. If Goku takes 10.25 bites of fruit, his base PL increases to 6,075,000. Multiply that by a 20x kaioken, and you get a PL of 121,500,000-- more than enough to kill full power Frieza if he doesn't phuck around.
Now, if we assume that it takes Goku 20 bites(minus the core) to consume one whole fruit (which, again, is the low end of the average), then that gives him 40 bites total. 40 bites*an increase of 300,000 per bite=12,000,000. 12,000,000+Goku's base PL of 3,000,000=15,000,000. 15,000,000*20 (20x kaioken)=300,000,000-- double the power he possessed after transforming into a SSJ for the first time.
Long story short, Goku wins.

Turles ate a whole fruit during the movie, and suffered no ill-effects. I wouldn't imagine that eating another fruit would have done anything but make him more powerful. /shrug
