Hercule is strong as hell by Dragonball standards. It's just we only ever see him go up against the Z Fighters and their enemies who are all basically Gods in comparison to normal people.
So while he may seem like a weakling, it's only because he's literally fighting people so far above him it's considerable to an ant trying to fight the guy about to step on him.
We can't even use DBZ Chi-Chi as a comparison, she's a joke character by that point. And DB Chi-Chi used her helmet blade/laser, and that fan.
Hercule was strong enough to win several World Tournaments no contest, and if he'd been around in DB, he'd probably have been one of (kid)Goku's tougher opponents imo.
Chichi is still Roshi level in Z. Mr. Satan has won tournaments but that doesn't really matter when we don't know who, and that he isn't above cheating and bribing to win. He's strong for a normal human, but Videl is pretty much early DB par, and probably could beat beginning of series Yamcha and not just cause she's a girl and he couldn't be near girls. But Mr. Satan not a chance.

He was a match for Goku at that time.. Goku who could get run over, take bullets like bee stings, have an axe shatter on his skull and was much stronger than Hercule (Breaking a dozen tiles Vs pushing 10+ ton rock).
Well.. by feats Yamcha takes it. Because Hercule is meant to be the strongest no ki human, so he would be stronger than the monks Krillin used to be a part of, and he used to be weaker than those monks. So if Krillin at that point was equal to Yamcha, then Hercule would be the better fighter...
Meh, all I know is that Hercule wouldn't stand a chance against chapter 1 Goku, so Yamcha wins.

But he didn't even try to turn it down. And Satan is kind of a liar to begin with. And Videl, besides flying, hasn't shown anything beginning DB characters couldn't do, and is below first tournament characters.

Videl broke Spopovich's neck with a single kick. And he was a previous tournament competitor who convincingly lost to Hercule before he was getting amped by Babidi.
In the anime....maybe even the manga....Satan said that Spopovich was a chump and easy to beat when he fought him...and he wondered why Videl was having such a hard time against such a weakling.

Also, to add, while Yamcha may have been able to make stuff out of rock with his bare hands, Satan could punch through a metal bus with his bare hands.

The only feats Mr. Satan has going for him are filler anyway I guess.
