If his stand is strong enough to cut hei it should be easy win for him due to faster than light speed but if not i see hei winning by way of wearing him down and eventually getting the kill
Silver Chariot's sword speed is FTL but Polnareff himself is nowhere near that speed and its range is limited by 2-5 meters. Hiei has an obvious projectile advantage with the Dragon and Polnareff was also hurt considerably by building level attacks while Hiei's destructive power ranges into mountain level by the end of the series. As long as Hiei stays out of SC's reach (Hiei did tank Sensui's blows so it would probably take a hell of a lot of slashes to really hurt him), he can oneshot Polnareff.

Only way for Silver Chariot to cut Hiei is if he aims for the eyes, which is carried by speedblitz Hiei within a few meters of range. Other than that, Hiei tanks whatever comes his way and fires Kokuryuuha from a distance.
Can he even react to Hiei? Because at the very beginning of the series, he cut Seiryuu 16 times in a second while he himself was capable of punching 100 times in a second.
