Hard to say. By showings Luffy can eat all of that in the blink of an eye, which is better than what I can't recall Goku doing(Goku at least chews for instance). On the other hand Goku is way way way faster than Luffy so if he knew it were a competition he would probably be able to eat all of it before Luffy could so much as touch it.
Pretty sure in her first showing in the anime she had already cleared a table full of food, and wanted more. Then continued to eat for several more minutes up until Zoro almost killed that Celestial Dragon after the guy tried to shoot him.
I never said she'd win. Just that she should be in it. Luffy and Goku have physiology on their side that would give either of them the win and actually makes this contest pretty unfair. But Bonny is just a glutton who could put up a good match.
Well, while Goku would rape the other twos respective universes in a few minutes with his hands behind his back in base form with no ki blasts, I gotta say Luffy has a good chance here. First off though, that much food wouldn't even suffice for an appetizer to Naruto for christ sake, let alone Goku or Luffy. Make it 500 bowls of ramen, 500 platters of sushi and 500 T-rex legs, and you might get them all full. Yoroichi can eat a lot, but she can only eat about 40 bowls of rice and beef before she's full. Luffy has literally eaten an entire countries emergency food provisions and still been hungry. Goku is a Saiyan, meaning his body turns food into ki, making him unable to get full until his ki is replenished. Since Goku can hold enough ki to destroy universes with one blast, he wins this, but not without a lot of fight from Luffy until he goes Super Saiyan and can eat 50X more and 50X faster.

I gotta hand it to you though EmptyHearted, this is a pretty good way to pit other series against DBZ were DBZ isn't just pitifully stomping their entire universe.

And that guy cleaned out like six all you can eat buffet's the night before an eating contest, because a girl from the opposing school was trying to sabotage him, and he just thought she was helping him practice. And of course, he still won.
