Assuming you meant Turles, as in Goku's brother from DBZ Movie #3, and not "Turtle"...
What we know:
Goku's base PL in the film was 30,000 and "increasing at an incredible rate." Given that Turles was his rough-equal at that point, it means his PL must have been around the 30,000 mark as well, sans fruit. Vegeta didn't become that powerful until very early in the Frieza saga.
Now, if you're allowing Turles to take a bite of fruit in this match, then we also have a rough idea of how powerful he became: after taking a single bite of a single fruit, Turles' power became sufficient to effortlessly trounce a 10x kaioken Goku(30,000*10=300,000.) This means Turles' PL was boosted to well over 300,000 from that one bite alone-- a gain of over 900%. Vegeta didn't become that powerful until after the Ginyu Force beat the shit out of him.
Here's the question, though: does a being's power increase by 300,000 for every bite of fruit they take, or is their existing power increased by over 900% for every bite they take? If it's the former(which is obviously the more believable choice), then Turles would require about 10 bites of fruit to become more powerful than Vegeta at the end of the Frieza saga, whose PL was 2,500,000(10 bites of fruit*a gain of 300,000 per bite=a PL of 3,000,000.) Just for a point of reference, fruit from the Tree of Might seemed roughly equal to an apple in size, and also had a core-- that said, on average it takes about 20 normal bites to consume an entire apple, sans the core. So Turles would essentially have to consume at least half of a fruit to defeat Vegeta at the end of the Frieza saga(in the film he consumed an entire fruit, btw.) Don't know about post-Frieza saga Vegeta, though, as his PL was never extrapolated on.
