Definitely Garou for round 1, if only due to how many more hits he ended up taking, though to Boros' credit, Saitama always uses OHK level force for nonhumans whereas he uses KO level force for actual humans, which he sees Garou as.
Garou would have the edge in close combat thanks to his martial arts style, but Boros is still a plenty skilled and experienced combatant, so he shouldn't too be outclassed in that regard. He also has the advantage of energy blasts and Meteoric Burst.
Though does Garou start out in his 'monster' form for this though? Is he at his absolute strongest form?
Garou lasted longer, but like Dante said, Saitama saw him as a human and held back. (I really hope someone points out how all "monsters" were once humans with an obsession.)
But quality over quantity, Boros knocked Saitama to the moon, and would have destroyed the Earth. Kind of hard to beat that.

Also couldn't Boros heal from anything Garouu throws at him? Saitama only killed him after he was expending his energy in his super form for several minutes, and used a punch that stopped a world destroying blast.

cdtm: For the most part, it's not as if Saitama knows which monsters were once human and which ones weren't. Not like every single monster goes about telling their origins. Most, anyways.
Despite Boros' advantages though, Garou still can evolve to match him, just not as desperation driven as it was against Saitama.
