Vegeta seemed pretty much in shock when they both (Goku and Gohan) powered up... That said it could have just been Goku but that seems unlikely as he knows what Kaioken SSJB Goku should be at.
Still that is just speculation, and being surprised doesn't have to mean stronger
Whst if Vegeta was about as strong as when he fought manga Hit?
