If you can sense or see the life force you can see a stand, but you can still fight the stand user without having a stand, that will just be a lot harder to fight some guy using an invisible force.
There is a big misconception about the stands being able to faze through people.
IIRC the first time we see a stand fazing into someone is when Joseph is dead and SP reanimates him. So Joseph was dead, he had no life force so SP could go through him.
The second time is when Diver Down faze through people but Diver Down's power is the ability to phase through people à la Shadowcat.
Either ways I think that Dio stands no chances at all considering is vulnerability to the Hamon = Life Force = Chi.
It also phased into Jotaro's chest to stop his heartbeat.

It was explained Stand's nature as energy is what allowed them to be shrunken. Any stand should be capable of it by that logic.

If Dio can get off a "Za wardo!" and he still has his original vampire abilities, then all he has to do is stop time and transfer vampiric essence through Hits eyes/mouth. Once that happens, Hit is Dio's newest zombie and the battle is over.
How will he use time stop before Hit does? Is he faster than Hit? Hit doesn't even need to stop time, he could just blitz over to D and punch him to death before he had the chance to react or stop time. Hit stomps.
