I've said it before, but the strong implication in RoF was that post-training 1st form Freeza already had one of(if not THE) most powerful ki the Z Fighters had ever experienced. I just don't see them being so utterly awestruck by Freeza's power if they had felt a similar(or greater) ki in the past... But that's just me.
That said, there's really no way to properly gauge 1st form Freeza in RoF. All we know is that he was vastly more powerful than Tagoma('vastly' in the sense that Freeza could have gesturely one-shot him) -- and Tagoma was on par with Mystic Gohan... But that doesn't mean a whole lot here, because SSJ Vegito could have gesturely one-shot Mystic Gohan as well.
