I tend to put Broly above SSJ2, and just below SSJ3 personally. Based on the fact Gohan was struggling with him in that later movie (One could argue he wasn't SSJ2 at the time, but that could just be an oversight or animation gaffe. I feel he was meant to be about as strong as early Buu Saga Gohan, at least.)
But flip a coin, it's hard to really peg them down relative to each other.
