Jaco claimed he could defeat a Saiyan before he's grown up, but that he'd have no chance against an adult.
This implies he's above Master Roshi, who was about par with kid Goku.
Jaco has the feats to support this, like casually catching bullets, and kicking a rocket ship away from a city.

It was heavily implied during the Namek saga that Freeza's random/no-name soldiers have PLs > 1,000, but < 1,500... And Jaco was wholesale stomping Freeza's soldiers during RoF.
