He's not nearly as good at it as Dio. And Josuke's Stand has a lot of exotic abilities he could trigger at the bell that would hold Jotaro up, like that invulnerable bomber did.

It’s really hard to say what Hamon could do to a human but based on Jonathan’s ability to counteract Dio’s ice he should burn any stand that touches him.
Hamon is really underrated.
