Guess it means that in essence the abstract art of conspiring or believing someone is conspiring, there are no pragmatic elements of conspiracy/conspiring? Sorry, I just gave it the old college try.

It can't be a fact because as long as one denies it, its just a theory... No matter how much evidence you have, unless you have 100% bulletproof evidence that leaves no room for doubt (which is unlikely in a conspiracy) it can't be a fact..

It says in the dictionary
Conspiracy-a plan or agreement between two or more people to commit an illegal or subversive action
Theory-a scientific principle to explain phenomena.
So if conspiracy is theory that means you need facts. But the title still confuses me. Can someone please elaborate
