Do parents have the rights to choose who their children should be dating or should the children have the decision?

The parents.
When you're 18 or 21, depending on state laws, you're on your own. Until then it's your parents' house and you do what they say when you're under their roof. They're paying your bills, and putting a roof over your head, not your date.

It's a poorly phrased question.
Parents obviously are able to veto particular choices by their children.
They can't actively choose who they date, that would be ridiculous.
