who would be administering the torture and how would we know who delivered the tapes...
it better not be an american government agent doing it b/c if he is he is just as much a criminal as the ppl who he is torturing and should be held accountable by our and that nations laws..
unless you condone international crimes and invasion of foreign sovereignty.... but that would be hypocritical of our own laws

I'd assume they go about it in some less than idiotic fashion, perhaps covering up their trails. Like moving around a lot, and not personally delivering the tapes to the military. I could even imagine some sort of post system and middlemen being in place, making it pretty hard to trace generally, let alone in a foreign country.
get some guy be it a newsperson or someone else, blind fold him, take him to osama, give him the tape, blindfold him, and drop him off in the middle of some town somewhere... dude has no idea where he just came from.
They are always 2-3 copies removed, have been done as generically as possible to avoid being traceable in anyway, are released a month or two after they are made...sometimes much longer (so that even if the video's geographic orgins can be surmised, he has plenty of time to GTFO), are done through a haphazard chain of custody that is almost random: it comes from a person whom got it from another, and from another and so forth.
It may even be more complicated than that, but I do know that it runs something like that.
