"Libya is a failed state, according to the top U.S. general in Africa, who said that foreign fighters, weapons and illegal migrants are flowing through the oil-rich North African country, supplying the conflicts in Syria and Iraq with combatants and threatening U.S. allies.
In testimony Tuesday before the Senate Armed Services Committee, Army Gen. David Rodriguez said the recent agreement to form a unity government in Tripoli is an important step. Yet even with strong international support, the new government will struggle for the "foreseeable future" to establish its authority and secure Libya's people and borders, he said."

Job done a little too well in this case, apparently.
They don't want these countries to have no government. They want an unstable government like in Iraq. That way they're strong enough to pay for troops to defend your oil refineries but not strong enough to get you to pay any tax on it.
Unfortunately for BP and Total they had to write off their assets in Libya cos it's too ****ed up. Still, once a stable enough government takes over they'll get the money back from them and resume operations and charge them for privilege
Aaahhhh capitalism.
