Is this brother rich enough to conduct a war against the state?
They say you can't fight city hall, and for joe average that's mostly true. A wealthy relative of a victim of the state, with deep enough pockets, or the right connections, might be another story.
Assuming he doesn't suffer an unfortunate "accident", that is.

A spiral bone break is often a sign of child abuse. My sister suffered such a break, on her leg.
Child protective services investigated for some weeks, before realizing there was nothing there.
