Not sure. It says Pence gets to toss out votes. That requires a state or two with conflicting ballots, which isn't exactly a stretch with our voting systems.
I mean, look at Florida 2000. They tossed out votes that had Gore as a check, plus a write in for Gore. Essentially, they voted for Gore twice on the same ballot. Those were tossed aside as "overvotes", and the only ones hand counted were "underrvotes", or votes that weren't punched all the way through the ballot but clearly meant to pick Gore.
If every vote was counted, Gore would have won 2000.
