Drama, Action, and Comedy are too generalized, and would virtually eliminate the need for the MDF itself for the most part.

Someone from France can make a thread about every french movie that hits the screens but how many members would actually see the movie eventually?

There's PLENTY of Foreign film supporters out there WAITING for a forum in which to share their thoughts, just like Sci Fi.
If you build it, they will come. I'm a HUGE Besson fan, BTW. Wasabi, Fifth Element, and Professional, namely. Same goes for Jean-Pierre Jeunet.
