I think it's based on Caradoc from either the book The Annals of Tacitus or Blindness in Part, where the name Caractacus was Caradoc's dubbed name when he visited Rome.
That's my guess, I sure as heck don't know any other people named Caractacus. I also don't intend to share the entire story of Caractacus with you, as I am tired and off to bed.
