Man, I was going to pick Elves, but I realized halfway through the click that the Valar 0WN the Elves. And besides, everybody else would pick the Elves anyways ^^;;
It's not clear what Tom Bombadil is. He had stated in The Fellowship of the Ring that he had been there before the 'Dark Lord came from Outside (which could mean either Melkor or Sauron)' He also stated to have seen the 'first raindrop and the first acorn...the dark under the stars.' That means he was in the world and not outside of it, so he could or could not be of the Valar or Maia. Of course, the Ring had no effect on him, though it should on the likes of the Maia/Istari, such as it had an effect on Saruman. Tolkien had stated himself that Bombadil was an 'enigma.' There are many theories as to him being a spirit ("...in majesty they are peers, surpassing beyond compare all others, whether of the Valar and the Maiar, or of any other order that Ilúvatar has sent into Eä." -The Silmarillion,) Iluvatar himself ('He is,' -Goldberry, FotR,) of the Valar, a Maia, or an Elf. However, chances are, nobody's ever going to know for sure.
Ah bonus, you remember the eagles, I was away to chose men but then seen the eagle option.
