Kinda I say.

It's necessary because there are some references to some of the events from "The Hobbit" in the "Council of Elrond" chapter in FOTR book. You could also have some introduction to Gollum, Bilbo, Gandalf, Elrond, etc.

On the other hand, you could still "get" the overall events in the whole LOTR book without exactly reading "The Hobbit".

Reading "The Hobbit" is really just for some further informations and understanding of everything that's going on.

It's a cool book though. I suggest you read it whether it's necessary to LOTR stuff or not.
