I mean, Melkor isn't particularly skilled at all. Fingolfin far outmatched him in terms of skill at arms, but Melkor was of such considerably higher power that he won anyway.
Anyway, in a contest of hand to hand or with weaponry no other Maia could defeat him. This is explicit. Sauron was probably more powerful, but he was a relatively average hand to hand combatant.
So I guess Tulkas. Tulkas would body him with absolutely no effort.

Yeah, but Morgoth was well past his prime, to the point Sauron in his prime would have been ahead of him.
I dunno about that. He is directly compared with Tulkas, tbh.
I know Tulkas is said to be the mightiest in terms of strength, but Eonwe is said to be the best with weapons in all of Arda.
I know, in terms of feats, Tulkas should theoretically take it, but its far more complicated then that due to the accolades.

If you are talking purely skill and nothing else then Eonwe might take it, but Tulkas has such an insane advantage in raw physical might that any small gap in skill would be rendered completely irrelevant.
