a.) Loki snagged the time stone from the drawer, and used it to reverse that building from collapsing.
b.) It was a massive display of Loki's TK(though that would be one hell of an outlier, given that his greatest TK feats thus far are moving the furniture in his prison cell, and summoning a Rumba.)
c.) Loki has placed Sylvie in an illusion of his own, and is "low-key"(cwutididthere!?) in control of the happenings within that illusion.
Again, there are a few possibilities.
a.) The TVA headquarters is situated completely outside of mainstream reality. Thus the stones would be rendered inert when taken to a place that is entirely removed from the reality that spawned them.
b.) When the branch realities those stones came from were 'trimmed'(ie. destroyed/nullified), they ceased to function, because said branches no longer existed.

Snagging of the stone makes the most sense, as the tower seemed to rebuilt itself, like it was moving backwards in time.
Also would explain how Loki seems to not care all too much that he's facing certain death with the moon he's on being obliterated, as he can always just rewind time a bit.
Also the scene on the train where she wakes up and Loki is drunk. Seemed a bit off.
[SPOILER - highlight to read]: The black one with Mjolnir is known as "Boastful Loki", then OG Loki is called Classic Loki as he's based off of Loki's original first issue appearance.
but i thought the stones basically made you god. seems like they should still be functional anywhere in the mcu. not a fan of them being diminished like this.
If the MCU Infinity Stones even remotely follow the 'rules' set in place by the comics, then they only function in their native reality/timeline. If removed from that setting, they become inert.
