Actually it is a very simple and easy software called ascgen.exe (do a search on google ). You feed it the jpg it analyzes it ( detecting light, hue and saturation contrasts ) and it spits out the ASCII result. You make the ASCII with the program and then then with a very nicelly written javascript you animate it. Really well done.
