As to runners, I can only think of a few... QuickSilver, Flash, and Speed Demon.

As to the fastest ever characters, those who have long range teleportation would be considered in this category.

4.) Superman/J'onn J'onnz/white martians(90%SOL)
4.5)Cap.Marvel/Black Adam/Wonder Woman(god of speed for thier respective dieties)
5.) Aquaman in water(10000 ft per sec) or 18000mph, or mach23.38
i guess you could say other atlanteans but N E 1 not in top5 is irrelevant.
