Another poll!!
couldn't have been one of the ORIGINAL Death Eaters is that she has no subtlety, and so would have been one of the first to be busted after Voldemort fell. I assumed that it was more because she is only partly human (my guess) and that she is clearly not very talented magically. She only got far in the ministry by being a psychopath
