lol wow I am the first one to answer, weird well I agree with you mostly, but Lizard would be an A-B like Hobby, and I would say Shocker would be a B, he is pretty cool, or at least I like him.
I did this once a few months ago, because I'm in the process of making a few comics of my own, and I have a shitload of villains so I wanted to put them in order of importance and such. I used Spider-Man as the ranking sort of thing like you're doing now, but I broke it down into different categories. I do overall agree with yours though. This is how mine essentially went:
ARCHENEMIES:
Green Goblin, Doc Ock, Venom, Carnage.
Please don't say it's because he ripped out Spider-Man's eye and ate it.You have to do better than that to rank along side timeless classics like Ock and Green Goblin IMO
Morlun's had like 2 arcs and he's A-List???
Please people give me reasons why.With the likes of Ock,GG and Venom we don't need reasons.But these one shot or two shot villains.Why would you rank them A-list??
i think they're only "supposedly" A-list villains. Like...they made a big deal how they were gonna change Spidey history, but like you said Oc, they only came out once or twice...and most people forget about them.
I think Venom is the only semi-new villain (80s) that became truly A-list...meaning he's featured a lot in stories, has a strong fan-base, and affects both Peter and Spidey. He hits him to the core. He has such a strong influence that people want him in the movies and even in the Animated Series, they included him alongside classics. In the videogames too. Everyone after him (Kaine, Morlun, etc) wanted to be the next big thing but never approached his status. He's like Batman's Bane.

I think A-list villains are villains who have tormented Spider-Man for years,and have had significant impacts on his life in some way or another.
Morlun's recent antics are certainly not something Spider-Man will forget in a hurry.But at the same time he's new.A rookie.If all he's going to do is pop up and rip out his eye and then get bitten and die.
Well I'd make him B-list.And even that's pushing it.

Kingpin-got an Ultimate arc before Ock or Venom. You really can't mess.

Jackal--he's back, right? He'll be a big villain again before long if he's back

Tombstone's cool.
And then there's the rest. Chameleon can die. As for Morlun--we'll see how it plays out over a couple more years
