No. Flash controls the speed-force. It has nothing to do with Superman's energy. Flash doesn't steal a person's "Energy" he literally steals they're Speed.
The easiest way to think of the Speed Steal/Lend is that it simply puts things into a different frame of motion/time.
For example, Flash could Speed Steal a lit candle and the flame would "freeze" in time, but flame itself would not go out. By your theory, the flame would go out or literally grow cold.
A practical example of this is Flash transporting an already exploding bomb in the pages of his own book. He can't steal it's energy/fuel, otherwise he could just turn the bomb inert. However, he could (and did) slow it down to give himself more time to move it somewhere safely.
By the same token, if Flash is using objects at high speeds, he lends them speed to bring them into his frame of motion, so he doesn't have to worry about them breaking up under the intense speed/stresses or burning up under friction, because they experience time the same as he is at the moment.
So...is Flash literally the "fastest" man alive because of the sheer force he can bring to bear directly on an object, or is his speed an indirect result of his ability to control the "time-space" of an object?
