 Omega level mutants

i have been absent of the x men story, iīve been reading about this omega level mutants, like quentin, and iceman, and it seems nate grey and cable are not considered omega level mutants, maybe because nateīs dead and cable isīnt god like anymore, anyway some info on this?

and one question, was jean always a potencial omega level mutant or only after her powers being boosted by the phoenix force?
