"Double Nickels on the Dime" by the Minutemen is an album almost entirely comprised of songs under two minutes, and they're all brilliant.
In fact, a whole load of American punk from 1980 onward (e.g. Black Flag, Minor Threat, Bad Brains, Misfits, early Meat Puppets, Angry Samoans).
Most grindcore bands work with a two-minutes-or-less song structure (favourites include Napalm Death, Discordance Axis, Insect Warfare, Anal Cünt).
Guided by Voices, again their albums are usually at least half-full with short songs (see: Game of Pricks, a masterpiece in a minute and a half).
