Combatants with the most stable reputations

Which characters tend to be ranked more or less the same relative to the hierarchy over time?

I'd say some contenders are:

Peak Luke - was put below the ancient sith a long time ago, but since 2007 he's pretty solidly been at the top of the non-entity mythos.

DE Sidious - except for maybe really early on, he's consistently been put above every other sith.

Vitiate - he hasn't been around for as long, but actually his perceived status as being somewhat below Sidious is pretty consistent, with the exception of his novel version being scaled down, and Valkorion leading some to erroneously put that version over RotS or even RotJ Sidious.

Plagueis - he's always been second, third or fourth among sith.

The Exile - this might be a stretch but people never thought she was super powerful, except for maybe a looong time ago.

I suppose that it's difficult to judge whether a character is moving up or others are moving down. Obi Wan, for example, is perceived to be more powerful relative to the ancient sith than before, but that might just be because people aren't wanking the ancients as much.

"The Exile." Lol. Not at all.

Vader.
Maul ( relative to his position ).
Jaina.
Mace Windu ( ignoring those who think he actually matched Sidious ).

Honorable Mentions

Anakin Skywalker.
Dooku.

They used to be for a long long time some of the most stable characters in the mythos.

Now, no longer.

Before Revan there were intense arguments about how comparable to Revan she was. And even afterwards with Sel and the others from the Swtor forums.

Vitiate has become stable since it's now impossible for people to lowball him like they used to. Now his position is slightly below Sidious to significantly above him.

Used to be below a lot of people.

Ehhh maybe, but IDK where to put her tbh, she doesn't have a clear tier.

The idea that Windu was amped beyond vaapad's typical limits seems to be fairly recent iirc.

Anakin Skywalker.

Definitely not. People used to put him below Dooku, Bane, etc.

Dooku.

People used to put him below Malgus and others.

You forgot to post the honorable mentions at the bottom. Obviously Dooku and Anakin aren't as I state at the bottom.

Maybe here on KMC the whole Vaapad not providing Mace an amp in normal circumstances is new but on CV and SB that's how it's been for years.

Maul after ILS's crusade is solidly above Ventress and just below Dooku. Nobody's really made a real challenge to that position in the last few years.

For Vader, again maybe that was the case here on CV but not on other forums.

Do people now have Maul > Obi Wan in sabers and/or all-out?

Yes.

Personally I still think RotS Obi Wan is more skilled but that's not a commonly held belief at all.

Def. all out. Maul could ragdoll Obi-Wan if he so desired.

Revan. Tch, i remember long ago when it was thought he couldn't beat Drallig or Bteam.

Now, thanks to Anticus' rebellion things have change, for the better. One can't help but admire the dedication(or obsession) that he has for the character regardless of whether Revan is overrated or not, one must simply give credit where credit is due.

That doesn't make him stable especially with Ant always attempting to push him up and the majority fighting to keep him where he is.

You tend to get used to that as you go through life.

The Exile is very powerful, but she is overshadowed by, and thus lowballed due to, Revan.

That depends on what you mean by "very powerful". She's like Mark Zuckerberg; really really smart, but if you always put him in "who has the higher IQ" contests with Newton and Von Neumann you're have him lose a lot.

Any Non-Force Sensitives, cause not many know about them. Well ok, excluding like Grevious, the Fetts and Durge I guess.

She defeated the Sith Trivumirate, all of which seemed far more impressive than someone like Malak.

Malak isn't that impressive though.
