The force potential is there; He could be very powerful at his prime; post RotS Anakin maybe. He was already powerful to begin with but was never refined in his application. Sabers, not so sure. In terms of raw skill and form; he has none so it's hard to speculate.

Perhaps. Though I attribute that to him underestimating both Yoda and the light side, something he doesn’t seem to do with Sidious.
