Veitch and the DE endnotes said Palpatine was prepared to die from that confrontation with the implication being he actually wanted to die so he could conquer death.

True; during the course of DE. This is Palpatine's greatest ability due to which I see him as TOP-TIER material.
Palpatine broke Luke Skywalker after defeating in single combat. Luke was in a state of despair at the time.
Palpatine and Darth Plagueis managed this with collaboration in a ritual which lasted months. Prior to this, earlier Bannite Sith played their part in undermining the Jedi Order.
Palpatine cannot be exclusively credited for this achievement.

No case of Palpatine influencing billions, in this case. This is the problem with Sheevites; YOU tend to exaggerate Palpatine's normally impressive feats beyond measure.
Palpatine had transformed Byss into a major focal point of Dark Side energy for personal benefit over time with relevant experiments, structures, and with aid of his Dark Side adepts who were permanently stationed there. Yes, because Dark Side spirits brought him back once and the Jedi didn't want Palps to return. So Brand took him in the "heaven" of the Netherworld of The Force where the other Jedi spirits would make sure he never returns(especially if some were to use a ritual to summon him in the real world)
I don't see much of a difference between Dark Empire Palpatine and pre-Dark Empire Palpatine. Exception only being knowledge-wise.

He never mind-dominated Luke Skywalker. He just showed him a dream. And Luke wasn't really seduced by Palpatine. He was just trying to destroy Palpatine from within.

Yeah and Ulic Qel-Droma never even fell to the Dark Side, he just went there to destroy it from within. Then he saw Marka Ragnos in a dream but he was still a good guy the whole time, really!
