No it's not.

I'm a member of about 20 forums (only post at 2) and the majority have picture sigs.

I didn't say ALL of them allowed them, I said the majority do.

In fact some forums I go to allow you to have multiple images and no size limits.

There are many like that.
but they do get annoying.
all you have to do is upload your own sig to an image server
and post your image in you sig with img tags.
