If your taking from the "The Last Air Bender" movie which Killed it, then Sure Air is the only thing you can do anywhere.
However... if you go by the animation (the one that DIDN'T kill it)
Fire = Exert flames from your body. An aggressive style bending.
Water = Manipulate water in multiple ways. A passive style bending.
Earth = Extreme body strength. An aggressive style of bending.
Air = Manipulate the air around your body. A passive style of bending.
Well, look at the possibilities you can achieve with each element if you go beyond mastering them.
Earth: You can bend Metal
Air: You can manipulate Energy
Water: You can bend someone's blood (AKA control people)
Fire: You bend lightning/shoot lightning/shoot beams
Hence why I went with Air.

I never watched the movie.
However i did watch the show for a while.
and i do have to say that, even though Fire is sooo aggressive, its also very uncontrolled. say your in a wooden barn fighting. you use your shit, and the barn burns down along with hundreds of pounds of burnt and still burning wood upon you.
air, can simply move the wood so it doesnt....
big difference there buddy.
Even then, i dont think fire would go on to bend lightning...
thats more or less energy.
soo, im pretty sure we sould re evaluate that statement.
