Of course, there's no such thing. Best is a relative term, and everyone has their preferences.
But really, shmups are the best genre, and if you don't like them, you're wrong, and a terrible person.

IMO, 90's Doom has a lot more in common with arcade style shooters then with junk like Call of Dookie.
Or really, even Doom 2016. No intricate mechanics, no reloading, no real strategy. You just turn your brain off, and face the hordes.

If you like that style of FPS check out one called Dusk., It's inspired by the first Quake
also from the same publisher Amid Evil inspired by the game Heretic
haven't really got a problem with reloading guns in current FPS's. It's when they make the health system like the shield from the Halo games there's no challenge there with them.

A big reason why online never appealed to me. People cheat.
Either aimbots, or leaderboard hacking.
When it comes to a pure offline challenge, other genre's like fighters or fps's have issues with AI that could never replace the human experience. A shmup is one of the few games that has no need for your fancy lag free online experience, or "button reading" tricks. Nothing to exploit, but your own memory, reflex's, and skills.

Now-A-Days is anything multiplayer. I cant stand single player games anymore for some reason. Ill try them out but they dont hold my interest. There are special cases like Breath of the Wild.
So multiplayer games are a genre right? Well they are now in my book.
Shmups are fun, I agree. Best genre? Not sure. I'm looking at "best" as the genre I'd pick if I was only allowed to play that genre for the rest of my life.
I imagine I'd have to cheat and pick one of the hybrid genres. Action-Adventure or RPG's for example. If allowed, they simply encompass so many different things it's hard to turn them down.
The waters get even murkier if we're delving into subgenres. Shmups, technically, are just a type of shooting game....which itself is an action game.
We'd probably have to list out what we're including. The parent genres of action, adventure, strategy, etc. Or the more specific subsets like, survival horror, first person shooter, brawler, MOBA, etc.
