luffy definately has the potential to beat naruto or the kyuubi even. but right now, the way he is with gears 1 and 2, i doubt he could duke it out with 4 tails. plus the speed factor.

Luffy's easily stronger and faster than Naruto, what with being able to push apart buildings and keep up with soru users like Rob Lucci.

Naruto's only chance to take him down would be to hit him with that Rasengan Shuriken move or to enter that four-tails Kyuubi state. One minute prep could make a big difference, but Naruto would be too stupid to use it as effectively as most other ninjas.
