I say Pan, shes beaten people who where beyond planet destroyer level with one hit, and even though she seems weak, she could easily take sephiroth and cloud together !!

Iv never see him show any kind of planet destoyign attacks !!
Alot of people over estimate fictional characters like some naruto fans think the 9 tails coudl destroy a planet, it coudl not even close, just because naruto done a huge blast in 4 tials form doesnt mean hes any where near planet destroyer !!and as far as i know, neither is sephiroth

no, he can mess with the lifestream which is present throughout the universe. plus, other than cloud, he is cannonically the strongest character in the entire ff-7 universe. and even weaker characters like omega and chaos could destroy gaia and this was easily proved by the planetary shockwaves even their as yet unmatured forms were forming. bizaro/safer sephiroth can destroy either the entire planet or the entire universe, it was left vague which one because of the vague nature of the life stream.
