We haven't even seen Shukaku's full power. For all we know he could destroy forests with a giant wind bullet, or sand storm.

We don't have any reason to think so.

But when he isn't att full strength and missing an arm, he could be able to do that. How do you know he can't do that.

He lost that arm pretty easily.

What part of Gamabunta saying "I was barely able to make that cut he's so heavy" do you not understand?

All it took to defeat Shukaku was Gamabunta and a teaspoon of Kyuubi chakra (far less then the amounts Kirabi slings around in Hachibi form.)

I just don't see the feats from Shukaku that would put him above Hachibi. Hachibi pwned all before him and only lost because Kirabi wanted to fake his death and have less responsibility. And even then it took flames hotter then the sun. Shukaku on the other hand lost to far more laughable measures: Getting bitten and Gaara getting a punch in the face.
