He's a pretty powerful telepath, being as he could connect the minds of everyone on the planet to talk to them, and show them Goten, Trunks, and Piccolo's images...
But who knows how many people actually exist on DB Earth...

Low tier. Any telepath of Marvel Can read a mind. Babidi was unable to find a person in earth, and unable to read the mind of a human had contact with him.
He was capable of broadcast his Message, but that was all.
Uh, apparently you guys are forgetting the sheer scope of Babidi's telepathy. He EFFORTLESSLY read the minds of everyone on the ENTIRE PLANET, including the Z-fighters, projected the image of Buu destroying cities to everyone on the planet, and simultaneously blew up the heads of people who gave him useless information, ALL AT THE SAME TIME, and for HOURS.
He simply couldn't find the Z-fighters because he can't sense ki, lol. What good does the information that they're in a fortress floating above Earth do for him, when he can't find the damn floating fortress?
And the Vegeta thing, Nemebro, was a spell that Babidi used to control the evil in Vegeta's heart. The only reason he managed to overpower it was because his pride was greater than his evil, which was explained THOROUGHLY in the episode. I consider you re-watch them.
Any feats of people resisting Babidi's TP in the Buu saga were feats of resistance to planet level telepaths for them, NOT feats of weakness for Babidi.
Stop undermining DBZ feats because you don't want to accept how strong they are.
Babidi's telepathy is on the level of Charles Xavier, and J'onn J'onnz, from their respective comic series.

Well all of his telepathic feats were done by magic so he technically isn't psychic but realistically there is no real distinction.
He's able to instantly open a line of communication with all intelligent life on Earth. He can send them images but requires the targets to close their eyes first. He's able to passively sustain the connection to all the planet but cannot find specific individuals in question. Once a person has contacted him he is able to communicate with them and read their thoughts, even being able to kill them should the need arise. He can control minds but they can resist him and he has the ability to teleport his targets to other locations within a set of parameters(namely through his ship he can transport anyone to any place in the universe but there must be a door to his ship at said location).
I can't think of anymore and I don't know Marvel enough to compare. *shrugs*
Well it doesn't matter if they're done by magic, or not. That just means that he uses a different power source, like Captain Marvel, or any other magicians from DC, and Marvel. He still accomplished the feats, which is what's important.
But it makes sense to me that he can't locate someone, like a GPS, just from reading their thoughts. That shouldn't matter, considering he can still pop their head, as long as they don't have mental defenses, or strong enough ki control.
And don't forget that he can also construct magical barriers, with solar system level+ durability. Like he did when he survived Vegeta's final explosion, which was a near SSJ3 level full power attack. Even SSJ2 level characters are solar system busters.

It matters because we don't regulary compare the strength of say Doctor Stranges telepathic abilities to the likes of Xavier or Emma Frost. We don't because the powersets from which the telepathic abilities originates are inherently different. If anything we talk about how the resistance of Doctor Strange is to a top tier telepath. What makes this difficult is that you don't see Babidi pulling people into the astral plan or engage in a telepathic combat with anyone, which makes him even harder to gauge. And blowing up the head isn't telepathy, it's telekinesis. What we see (as I read the manga) is that he has some high ends (all minds on the planet), that places him with Xavier and at the same time some low ends, (not able to actually read the minds) placing him around Chamber, who can't read mind but still makes contact.
