Also, I remember in the past there was a rule along the lines of "No previously worn sigs will be accepted as entries" to prevent people entering months-old (or years-old) sigs, and ensuring that the work is specifically for the tourney.

Nope, this is just a traditional contest, not a tournament.

Whether or not another tournament will happen in the future is up in the air right now, btw. They're just a huge pain in the ass to put together and run.
