No, Blade does have superhuman reflexes and reaction time. He also has superhuman strength, durability, regeneraton, and all of the other vampiric powers. Frank's just a SEAL on a vendetta. His abilities are that of an athletic human, at best. He is a skilled fighter, but Blade would kill him.
